I just picked it up today in about a week or two and its been trying to shed...when i looked under on its belly it has these two areas where it looks like it has burns or even rotting skin...it has a ceramic half-log to hide in and it is on the warm side...it stays there 24/7 and rarely ever moves out (as far as i've seen).

There is an under-tank heating pad and also a 60w basking lamp approximately 2 1/2 feet above it.

Could the heat pad be burning it? I felt the area where the heating pad is and it is only slightly warm, definitely nothing that would burn it...but if it stayed in the same spot for days could it? Please help here and give me suggestions.

You have an awful lot of heat sources. Do you have a thermometer or temperature "gun" to take readings? This is a must in reptile care.

There is also a condition called "scale rot" that happens when a snake is in conditions that are a little too humid.

It is is burns there is a creme called Silvadene used for human burn patients. This stuff is amazing on reptiles, too. Not all vets carry it. I had to get my vet to special order it - and it's a bit costly - but it lasts forever. The skin from a thermal burn often has a black edge to the wound and the skin is sloughed off in that area revealing raw/new skin.

If it's scale rot - you need to fix the humidity issue and get a vets advice. The scales will become brown and often raised like blisters.
